DFR India pilot programme playbook

Define a permission-led Drone as First Responder pilot with a clear purpose, tested response workflow and measured acceptance criteria.

State the purpose and limits.

Choose a bounded use case and operating area. Define the lawful purpose, affected sites, imagery access and retention policy. Agency names and scenario examples must not be represented as customers without evidence and permission.

Design the response chain.

Document how an event is received, verified and prioritized; who authorizes a flight; who supervises the mission; and who receives and acts on the evidence. Include a no-launch decision and a ground response alternative.

Test the exceptions, not just the demonstration.

Run controlled scenarios for connectivity loss, weather holds, unavailable aircraft and incomplete capture. Confirm the escalation process with the responsible site and operational teams. Flight approval and safety assessments remain specific to the programme.

Measure what improves decisions.

Record event-to-first-usable-view, mission completion, evidence availability and time to assign follow-up. Set targets from a baseline and controlled pilot, not from an unsupported universal claim. Review privacy, access and retention alongside operational performance.
